The next hospitalization of any kind (which is on the horizon given his mobility issues) is the best and easiest was to call in the social workers and to get evaluation by neuro-psyc on the books.
If he has a PoA this person needs to be informed of what you know and asked to now step in to try to manage it in his best interests.
I don't know what to tell you if his doctor says he has no impairment. Doctors and banks are very cautious when close family members start referencing the elder's money and financial affairs as "proof".
Even if you are his active PoA, you cannot force an uncooperative adult to do something against their will without a boatload of drama and exhaustion. Dementia robs people of their logic and reason and empathy. You can ask him what his plan is when he runs out of money in his current situation and see what he says. You may have to wait for "an event" that will force the move.
