Mom has been diagnosed with Dementia. Are Medicaid laws state specific? We live in Washington I have been told she cant have any savings

we will need to sell the mobile home. I understood Mobile Homes are personal Property in this state. she only has 1,000.00 a month income, how does the state determine her qualifications and are we the children expected to pick up the difference for Assisted Living?
