Can anyone who has a disabled child sign over their house to that child, fully exempt and anytime within the 5 year rule for Medicaid?

This question is pertaining to my Mom who is a surviving spouse soon to be on Medacaid and owns a home. I heard from a person who helps people obtain Medacaid that anyone who has a disabled child (no matter what age) can sign over their house to that child, fully exempt and can be done anytime within that 5 year rule. Can you confirm this? Thank you in advance.
