My mother signed her apartment over to me in October, now she wants it back. If I haven't received the lease, can she do that?

my mother signed over her housing apartment to me in october i havent received the lease yet now she want the apt back can she get iti have a letter from housing stating i am head of household she arranged meeting with the manager with out my prescence and now she said they gave it back to her and her lease will be in effect monday can that happen
