The first thing you should do is to contact your state dept of social services. You will have to fill out the paperwork to determine eligability. You will have to spend down the person's assets to less than $1600. At that point Medicaid will pay for the NH. They might take the person's SS check and assign it to the NH to defray the part of the costs.
It gets more complicated if the assets are jointly held. The non custodial spouse can keep about $100k. If there is more than that you will have to spend it down. There are certain assets that are protected for the spouse such as the house and car.
