Father in Nursing home on Medicaid. All but $600 of his 17k pension goes to NAMI. I pay $30k in add'l care.Can I claim him as dependent?

1. If all pension goes to NAMI but $50 a month how is income determined? Is his income considered to be $600 a year? or the full pension?
I pay for a private aide for him because he has fallen and broken ribs and neck and nursing home wont' provide private care.
I pay caregiver by check, off books.
How is his support valued, is it against full medicaid benefit to nursing home?
How can I get relief these expenses
