From my searches it looks like the states of Washington, Californis, Arizona, Wisconsin, Georgia, Oregan, Texas, (there may be more) license homes for 2-6 residents. Does anyone have any background with this and is it a growing or declining trend? Thanks for your help.

As you know, these licensed homes provide long-term care to no more than 6 functionally disabled adults and frail elderly in a personal atmosphere. In other words, where they're not treated like cattle.
People live much longer nowadays and AFHs are on the rise, but poor management is shutting many of them down. Your best bet is to obtain a copy of The Senior Care Guide.
