Why won’t the nursing home let my mother go to her daughter’s funeral?

Unless your mother's health would be jeopardized by going I don't see why she shouldnt' be allowed. Sounds like the nursing home is afraid of a lawsuit or something.

She is not in a prison. If she wants to go to the funeral, they can't stop you from taking her. And she SHOULD be there. So sorry for your loss.
