If you are getting disability from the state, you should ask them. There seem to be a lot of agencies out there that help people with disabilities. Have you contacted the Sonus Institute and asked them? Ask your doctor, get a referral to an audiologist. Maybe Google, "I need a free hearing aid". It's amazing what you can find there. Good Luck.
I know that some Beltone locations have reconditioned or reduced cost hearing aids that cost several hundred dollars. Check the Beltone in Peoria, Illinois. Great reliability and great results.
Some states programs offer free phone equipment for people with hearing loss or other disabilities. In California, the program is at CaliforniaPhones.org. Search for free phone programs for people with disabilities.

You might be able to get your hands on a list of organizations that give them out free of charge or at a very low cost. Good luck my friend.
