Is an unmarried incapacitated child of veteran eligible for benefits?

Father is a veteran of Vietnam war. Daughter is now 33 years old but socially approximately 7 years old. Cannot drive, problems with time and money.
Has been diagnosed with a form of Autism, Asperger's Syndrome. Needs to be in a residential care home. She has never married. Father may or may not be living at this time. Wants to live independently but cannot live alone
