Palliative care vs. skilled nursing?

What are the Medicare rules about palliative care and skilled nursing care? MIL had open heart surg. in August and is refusing rehab; her son has moved her to a nursing home, where she is being evaluated. She has no fatal illness, she is refusing to eat on a consistent basis. She is off all meds except for painkillers for a UTI. If someone can make sense of this for me and my husband (who is her eldest child, but does not hold the HCP) please let me know.

A UTI that can't be cleared up? You mean they've stopped trying? That would certainly make me depressed!

The deal is this, my BIL is the one dealing with MIL, my husband has no standing since when he suggests anything, MIL says she is going to have him charged with Elder Abuse. BIL states that rehab psych and social worker say that MIL is NOT suffering from depression; BIL states that UTI is not able to be cleared up. We are between a rock and a hard place, let me tell you. Any and all suggestions for a work around are happily accepted.

I understand that depression is very common after heart surgery. Is this what is going on with your MIL? It does not make any sense (to me) to agree to have serious surgery and then refuse the rest of the treatment.

A UTI can seriously (and thankfully temporarily) disrupt cognitive function. Is she getting treatment via antibiotics as well as painkillers?
