My aunt is 60 years old, unemployed and unable to work. Does she qualify for housing?

My Aunt is 60 years old, unemployed and unable to work. Does she qualify for housing? She has an inheritance but no income coming in. I think she may be suffering from depression however, I can't get her to a doctor. She lives in the house my deceased father owned and we are trying to get her an apartment so we can sell the house. She refuses to look at apartments because she says she can't afford them... She keeps the shades drawn with no cable or internet. She is living like a hermit. How can I help?
