Is anyone dealing with a self-dealing fiduciary/guardian?

My sister's court appointed fiduciary is paying her phone bill with a invalid ATM card. The automatic payment is denied every month, the fiduciary demands tha I forward the denied payment email to her before she will pay the phone bill for my sister, then she charges my sister's special needs trust for her services. What a criminal.
