What is spent for their care qualifies as a medical expense on their taxes. However, personal items like having their own telephone does not qualify as a medical expense. In my situation, I have to spend some of my mother's money for the monthly bill for her room because her long term care insurance does not cover the whole bill. Thus, my mother's medical tax deductions are enough for her to itemize her deductions.
I don't know about money spent by a family for someone's care. Probably not, but one would have to ask a CPA to know for sure.
