The Deep Brain Stimulation Surgery has helped my husband with not being able to hold his head up. Before the surgery he would sit in a semi reclined position where his neck was supported and his head would lay against the chair.
My husband has swallowing issues with Parkinson's and has had a swallowing test. When he eats he needs to face straight ahead and not turn his head that helps a lot. I have also noticed that he has difficulty swallowing certain foods like rice, noodles, shredded meats, fresh bread and sometimes chicken. Make sure that a swallowing test is done. There is therapy that can help with this.
