How can I find out if Mom actually qualified for Medicaid?

NH started process and the said she could go to sister facility when I asked if she qualified they said oh they wouldn't accept if she wasn't going to be eligible. This was day b4 she was due to go home. I asked difference they said no therapy so we opted for home so shed get Medicare to come to house for Ot Pr and aide benefits
