You do not say if your veteran has disabilities both mental/physical that would qualify him for benefits. I need more information. When he retired/discharged he would have been given some resource guides. If you live near a base, then go there as well as www.va.gov.
I am looking into the same thing for my dad. From what I understand they may not pay for all of his care but may subsidize the cost if he is over the income limit for full benefits. The first thing you have to do is register for benefits on line. We are actually in the registration process and I've heard it takes a long time to get through the whole process. Good luck.
Some municipalities have established low-income senior housing for veterans. Very often you can get good information at a VFW, American Legion or VVA. Also contact your county office of the aging.
