Any elder care support provided by the State of MA or private caregivers in Springield area of MA?

MIL is 93 years old and has moderate to severe cognitive impairment. Children caring for her at home but the need has grown beyond what we can provide. She is on Medicare but does not qualify for Medicaid. The MA Medicare website is overwhelming and we are trying to figure out where to begin searching for help. We would appreciate any advice.
