I have submitted a Small Estate Affidavit. Can I get Non-Intervention powers without going through probate?

I would simply like the courts acknowledgement of my authority as the decedent's personal representative. I am successor trustee to a revocable living trust, and personal representative to the last will and testament of my deceased mother. I reside in Florida, her residence and the only real estate in her estate was in Blaine, WA.

According to the Washington state website, "Nonintervention Powers will allow you to administer and close the estate without further interaction with, or supervision by, the Court." http://www.wa-probate.com/Instructions/Opening/Obtaining-Nonintervention-Powers.htm
