How can I inform myself of a nursing home's responsibilities to their residents?

Specifically, the home in Texas did not inform the resident's family that their loved one was going to receive skilled nursing. Is the patient's doctor's approval for skilled care enough for the home to be able to bill Medicare for the service.

You should have the patient's rights poster from the facility. They only have to answer to a POA, so make sure you are POA for the patient. What state are you in, and what is the area of concern? I can check for you and post helpful links.
