What can I do if a sibling is taking advantage of my parents?

Siblings n l are receiving money from my parents n from caregivers too? Do you believe this is honest to any parent,to take their money,when these people are termillly ill? I believe it's wrong n the state, federal, IRS ,goernment n all should step in. I don't care who it is.....can u help an investagation?please????
