Can my aunt assign POA to her 5 nieces?

She currently has 2 nieces on her poa but is unhappy with them so she would like all 5 nieces to take care of her affairs jointly.

Two POA's is confusing enough. Five POA's is a mess.

She needs to pick one, otherwise too many opinions and no one is responsible
