Financial abuse can be documented but mental abuse is more subjective.
That is what Adult Protective Services are for. (I don't know what they are called in your area). But if the elder won't speak against the abuser, they cannot do anything at all. You need proof for them to do anything. If you have financial proof, you can also take it to the police. I have done that before for my ex husband's mother and they needed even more proof than I had (ATM withdrawals)!

Does your mother have capacity, or do others act for her either through POA or guardianship?
