My mother-in-law is going in for surgery on her left foot next week and will be in the hospital for a couple of days. I would like her to go into a rehab facility for physical therapy on her discharge for a week or two. I would like it to be in or near Wethersfield. She will need to stay off her feet initially.

Be sure to ask about the staff to patient ratio - that will give some indication how much staff is available. If it's low, keep on looking.
You do know that your MIL's doctor will have to prescribe therapy, I'm sure. So you might want to ask her/him what facilities she/he would recommend.
We've used Medilodge and found their services to be of good quality. If there were any issues, they were resolved immediately.
I Googled them with Whethersfield, CT, but the hits I got weren't specific enough to tell if they have locations there.
Medicare used to have an online listing of various rehab and skilled nursing facilities, including ratings based on inspections. I've used that as a guideline in the past.
Your hospital discharge planner and/or social worker may also have a list of rehab facilities in the area. Ours does, and that list has been very helpful.
