I have an elderly relative, a WWII vet, who now needs nursing care. Which is the better option, VA or Medi-Cal?

He went to a nursing home for rehab after an infection, but has not progressed since then. He is 98 years old, and since this episode has become no longer able to reliably get up and move around (i.e. bathroom or feeding himself). The Nursing Home wants him to leave after Medicare stops paying. They are saying that they won't take new Medi-Cal patients. The VA says that a vet has to have been disabled before discharge. His assets are nearly gone, and providers have been slow or reluctant to provide the amount of bills (debt) already incurred. Frustrating!

Personally, I would call the VA. They put Vets over 90 on a fast track for approval.
