Any advice on hiring in-home care?

We are looking to hire someone to sit with my mother during day while my daddy is at work. Someone he works with said they hired 24/7 care for his in laws and when they passed away, he ended up having to pay taxes or something with unemployment. Does anyone have any advice how to handle hiring someone in such a way that my daddy won't be responsible for anything above what he is paying her? We have someone lined up but want to protect him before making commitment in this.

We hired people family members knew and a neighbor who only wanted to be paid in cash (working under the table) and had no problems.

How would you pay family or friend to help provide care? We aren't trying to get around any laws, simply can not afford quote we got from agency and trying to have someone we know mom will be comfortable with. I've had job before where I received a 1099 at end of year. I was considered self employed and it was my responsibility to file and pay my taxes.

No the federal labor laws require Daddy to do a regular payroll setup. Trying to get around this creates a lot of problems and penalties.
Your safest bet is to hire through an agency, they do all that for you.
