I'm looking for home health care that isn't too expensive. Any advice?

We only have medicare for my father; he doesn't qualify for Medicaid. Any info will help. I am looking for any program or any information regarding caretakers or home health care to assist my father at home. He has been very independent until after the surgery. Now he is a little disoriented and forgetful due to brain cancer. He only has medicare and does not qualify for Medicaid.
