First of all, you need to realize that medicaid - although a federal & state funded entitkement - is managed uniquely by each stare. So what TX has may be totally different than NY for both programs and financial qualifications.
Medicaid when it comes to LTC is primarily set up for skilled nursing services in a NH. There are also community based programs for those who have the support system to help with whatever skilled services Medicaid can provide.
For AL, if your state pays at all, it is being done by diversionary spending of your states Medicaid $. You would qualify for a waiver that is paid to AL. Some states do diversionary to AL waivers in very very small numbers; other states do more; other states have placed the diversionary into PACE (this is the current trend). Some do no AL waivers at all. You need to find out what exactly your state is doing and placing yourself on a waiting list for a waiver & doing the paperwork to qualify. your Area on Aging should have info on what's available in your region.
Most AL is private pay. They can choose to participate in a waiver or not. Most do not at all. The AL may even have an adjoining NH that takes Medicaid, but the AL is totally private pay. If the AL in your area have 80% -90% occupancy they don't need to ever take waivers and the low reinbursement rate and heavy oversight to deal with Medicaid.
