How do I find the right person to take care of my Mom?
I want someone who speaks English and would be available for 24 hours a day.

Patsy, let's think about this. Even at $10 per hour, you would need three shifts to avoid paying overtime and it would cost $240 per day, $7200 per month. Once a patient needs 24/7 care, it costs less to move them to Assisted Living. A lot less.
