Contact your local Dept of Human Services, they can send out a social worker to set up application process for this man to move out of your home and into a facility.

You could always raise his rent. Ask him for a care agreement where he pays you to provide his care.

How do you know he doesn't qualify for Medicaid? If he has assets that disqualify him, he should be using those to pay for care. If you are destitute, you can get Medicaid.

You are right. Who is this person to you? In some states Medicaid will allow payment to in home caregivers, but it is a very small amount. Veterans Administration had "Aid and Attendance" but he would be the applicant and need to be a veteran that was in the aervice during war time. But, usually when home care is provided it is the person receiving the care that pays the caregiver from their own funds.
