She just needs interaction and a purpose. She needs to be able to visit & talk & do things with others. She lives on her own, but has a grandson who cooks & cleans for her, but can't drive, & a daughter who lives about hour away & comes to take her to appointments. Can you pick up & return her to her home?

Is there a wheelchair involved? Is she sight impaired? Is there any cognitive decline? Can she step up, go sit to stand, and transfer unaided? Can your mother provide a vehicle or not? These are all considerations in finding the right transportation choice.
My mother lived in a county with one shuttle to the big city in the next county over, one day a week, and it ran one route. If your appointment wasn't on the route, on that day, you were out of luck. The bus had steps. Not sure what people in a wheelchair were supposed to do. Different places have different options, but one size does not fit all.
You may also consider something like care website, where you can find a private-pay companion/errand helper that is background checked. This person might also be able to assist in other areas too.
I would beware of sites like craigslist to find someone. The risk is not worth it in my opinion.
