Dad (77) had hip replacement surgery after a fall. He still isn't able to get up. Any advice?

It's been 6 weeks since surgery. He fell july 2014 cut his head open had twenty staples. Then april 2015 fell and broke his hip. He couldn't walk fully from the first fall. and now he has yet to even start to stand from the second fall

Yes, by all means he needs up to a month in a good rehab facility. What is his situation? Living in his own home? Alone? Caregiver? My mom had hip replacement at age 84. She has done very well since but would have never recovered without 4 weeks in a good rehab.

Is he in rehab? Did he go to rehab after the first fall? He's not going to get better at home unless you have a physical therapist coming in several times a week and he is diligent about doing exercises. I personally don't think it's possible to recover properly after hip surgery unless you do several weeks of inpatient rehab.
