Any suggestions where to find low cost homemaker services?

Mother had Medicare/BCBS, not eligible for Medicaid due to assets. To qualify for Medicaid, we were told my father has to cash out and spend $40,000 of his 401k to be eligible even though my mother is not able to access the funds. My father and I both work 40+ hours /week and my 80 year old grandmother does her best to help but she is frail and is limited as to how much physical help she can give.
