Also, I was told multiple times that in NC, Assisted Living funds are covered by a state program called Special Assistance and NURSING homes are regular Medicaid. I would dig to find the details you need.

I consulted with an Elder Law attorney who focused on Medicaid issues before I submitted application on behalf of my loved one for Assisted Living.. I learned that the recipient was allowed a house, (up to a certain dollar amount, with the requirement that they intend to return. (Even if they aren't sure.) ; one car and $2000.00 in cash. They asked for proof of bank accounts, income, and life insurance with cash value.
I do know that in NC, they treat Assisted Living qualification for Medicaid is different from that for Nursing Homes. I don't know the details, but here's a link that provides a lot of information about it and provides some forms. I STILL would consult with an attorney before I turned in an application though.
