Medicare or Medicaid in TN still can't get Mom's house Willed to my daughter. Any advice?

...even though she never mentioned any property while in hospital.
Mother and father divorced . Both had lawyers . Sister pays his way out for her house on same property . He walks away . Mother gets the big house and half land . Makes a will out when she has cancer and when she comes out of hospital and 2 days in a nursing home then before she goes into hospice . and died in hospice. 2 Days in nursing home ,then hospice in which was over two months then died ??? Father had no claims on nothing .. He was legally bought out on his part !
