My stepfather has given all control medically and financially to his daughter for my dementia Mom. Any advice?

I have FPOA for my Mom with dementia. My stepfather is in charge of finances for her because both their names are on accounts. He has given all control medically and financially to his daughter who is not my moms daughter,,,neither one of them will allow us Me and sibs) any say in her cre anything we can do
