How can a hospice social worker accuse a family member of fraud without proof?

HSW has now got the bank fraud dept in this. All these accusations are false. HSW has never asked for proof of where the closed account money is. HSW is claiming I closed these accounts without the patient s permission when in fact HSW was one of the 3 Hospice employees that were there at the patients house when patient was trying to do the closing on the phone. Nobody can just walk in to a bank and close accounts.... But yet its OK for other family members to close savings account of $800 and withdrawal 3k out of checking with a debit card without a blink of an eye from hospice . I was the DPOA but now a distant family member is the POA
