Can RAAA help find financial help for my Mom (80) with her rent?

My mom who is 80 years old is having to move out of her rented room that she has occupied for the past 8 years. Her only means of income is her social securitry. This is $800.00 per month. Out of the $800.00 she pays $200 for AARP medical. She pays $300.00 in credit card bills that have incurred over the years due to her low fixed income. We have looked into HUD and Vouchers and all funds are frozen. Hoping to find alternatifve form of help for her financial needs.
