My Mother did not give me POA. What can I do?

My Mother is not able to take care of herself and she is confused. She had a stroke and heart attack. She has both a checking account and Savings account but I can't get in because I do not have POA. how can I get Added to her accounts with out her signing
she is not able to. I need help I cant pay all the bills
