Does anyone know what the requirements would be to move an elder from New Hampshire to Massachusetts?

I would not recommend doing that right now. Not only is Mass Health backlogged, they are making every effort to disqualify applicants. Of the 500,000 who signed up 178,000 were subsequently denied benefits.
Bear in mind they are looking carefully at total household income.
