Living on our social security, can I be considered his caregiver by Medicare California?

I am the spouse of an 80 year old.I am 69 years old and was recently laid off after 13 years. We both are on a fixed income with our social security. Plus I have a small retirement fund which I have not used yet (my husband has none) but he is a vet of 3 years in the Navy. My husband has begun to have incontinence issues among other health problems. My question is...living on our social security (state pays his Medicare) can I be considered his caregiver by Medicare California? Is there any compensation for me or other family member?

Aging and Adult services have a name for you... you are an unpaid Family Caregiver. Look into programs that may be available via this link. Good luck.. some programs will help pay for incontinence supplies, provide relief care and other supportive assistance via Care Managers who are knowledgeable about local programs and services. http://www.aging.ca.gov/Programs/FCSP/

If you are both getting social security, your retirement fund and your unemployment benefits, I doubt if your income is low enough for Medi-Cal (a Medicaid program).
You are both old enough for Medicare, but that does not provide in home care or long term care. Medicare will not pay you.

Addressing only your situation....is there some reason you haven't tapped into your retirement fund? Is this through your former employer? What about unemployment comp? Has he applied for benefits through the VA?

I would think that first exploring what might be available to either or both of you would be a top priority in considering what might be available for assistance.
