NOPE. Your insurance company will not go for this. If you did it and mom smacked up the car, you would have a heap of trouble, including insurance fraud to answer for.
The car insurance has to be on the car where the car is housed and registered. If your Mom has her car in Delaware, with Delaware plates/registration she needs to used the car insurance issued for her area.
Insurances aren't the same nationwide, the cost per policy depends on the area and how accident prone or how safe the drivers are in that area.
