Mother-in-law goes into these deep sleeps where it is hard to wake her and her arms and legs are twitching?

My mother in law is over weight and suffers from COPD, she put herself in a personal care home 1 year ago after he lung collapsed...she said she can't take care of herself anymore. She's been doing well until lately she said that she has a hard time breathing but all the test come back normal. Lately she has been falling into deep sleeps, where her arms & legs are twitching and she is difficult to wake but the doctors don't seem too concerned they didn't even want to admit her the last time she was in the hospital my husband was persistent... he had the hospital keep calling doctors until one did admit her.
