My brother has never worked a day in his life and she is still supporting him with her benefits,He has been dillusional for 25 years or more believing that Hollywood is making movies out of his self published books,She feeds into his dillusions and at this point sits in the house with him all day,she does not even get dressed now.Now my brother believes there is a plot to kill him please help me

Unless your mom wants to get away from you brother you won't be able to make her do anything she doesn't want to do. Unless she's expressed a desire to move? In addition, your brother won't be able to live on his own because he's never held a job. Do you think he might be a candidate for a nursing home?
If your mom has always sheltered and protected your brother she's not likely to do so now.
Is your mom competent? I'm assuming she is since you didn't mention dementia and your profile doesn't mention it either. As long as she's competent she can continue to take care of your brother for as long as she wants to.
