On May 28, 2016 we moved my step dad back from South Carolina, his daughter was the close to be looking after dad. When we arrived at his apartment at 1N Greenwood apt #105, we found unsanitary living conditions, only a 2 liter of Pepsi in the refrigerator. There was no food in his apartment not to mention the living conditions of mice, cock roaches and dead bed bugs on his box springs. There was black mold on the wall behind his bed. He had not been eating properly for God knows how long. He can barely lift his walker, he has lost muscle mass, he looks like a skeleton. We took him to Clinton Memorial Hospital yesterday, it was clear that his daughter had not seen to his food needs, nor his grooming. He also has stated that she took money, and used his debit card to buy herself stuff without asking. This man has been a dad to me since I've been 18. This whole change is new to me I don't know where to turn next.

Depending on his age, mental and physical condition he may need rehab care and then assited living or skilled nursing care. It does not sound like he can possibly live on his own.
Check into his finances. He may qualify for Medicaid.
And if it were me, I would track down the daughter and see what she has to say about all this. Is she living large on dads money? Strung out on crack?
Just curious, is your Step-Dad on Medicare and/or Medicaid? If he is on Medicaid, you will need for him to apply in your State, as his South Carolina Medicaid would not cross State lines.
