How can I find safe low income housing for my Dad?

Low income house here is bad. The low income housing here has bad reviews. My dad's two story house is itself unsafe and his neighbors have been entering it and stealing his property. I'm more concerned with them hurting him. I have called all the obvious authority's, no help there. I feel like I'm on a hamsters wheel. I'm urgently seeking help. I'm in my sixties and my father is in his late eightiess. Thank you for this site. Just being here is some help.
