Neither Medicare, CHAMPVA or any other health insurance plan provides long term care benefits. Medicare will provide short term coverage to recover from a hospital stay. Medicaid (a form of welfare for healthcare) provides coverage depending upon qualifying for Medicaid in the first place. A military pension and social security benefits might preclude qualifying based upon income alone, let alone any other assets a person may have.
NO healthcare coverage will cover a permanent stay in a nursing home. You need to have long-term care insurance, which is a separate policy. You need to buy it while you are still in good health.
