I'd like to add as one who had a mom who had rotor cuff surgery done, that the surgeon will likely order Physical Therapy post surgery for several weeks afterward. So you will need insurance coverage for PT also. There will be likely some sort of copay by you unless you have an extraordinarily good secondary insurance policy for both the surgery & therapy.
Medicare is reserved for people over 65 and some people who are disabled. If you don't qualify for Medicare, then no, they won't cover it. If your income is low, have you checked to see if you qualify for Medicaid? Do you have any private health insurance coverage?
