What our your opinions on Optimum healthcare Special Needs Plans for insurance?

My mom is a type 1 diabetic, with just medicare. I have been talking with an insurance broker and the suggested Optimum healthcare Special Needs Plans. Does anyone have any experince with them? All opinons and advice welcome.
