Yes, doctors can refuse to treat you for a legitimate reason. These include, as GardenArtist said, things outside their specialty or the inability to pay for services. They can also refuse to treat you if the have no space to add another client. Some doctors see patients all day long, so can't fit anyone else in.
Doctors cannot refuse to treat you due to age, race, or sex. But then I wouldn't want to see a doctor that didn't want to treat me because of these things. I would go to the next town over.
Did they actually make an appointment, but refused to treat you when you arrived? What reason was given? Not to be nosy, but for what issues were you seeking treatment? Perhaps the doctor just wasn't qualified in that practice area.
